Illinois Statewide Technical Reference Manual for Energy Efficiency

The purpose of the Illinois Statewide Technical Reference Manual for Energy Efficiency (“IL-TRM”) is to provide a transparent and consistent basis for calculating energy (electric kilowatt-hours (“kWh”) and natural gas therms) and capacity (electric kilowatts (“kW”)) savings generated by energy efficiency programs administered by the state’s largest electric and gas utilities (namely, Ameren Illinois, Commonwealth Edison Company, Nicor Gas, North Shore Gas, and Peoples Gas). Section 8-103B(j) of the Illinois Public Utilities Act also requires that the “independent evaluator shall follow the guidelines and use the savings set forth in Commission-approved energy efficiency policy manuals and technical reference manuals, as each may be updated from time to time.” 220 ILCS 5/8-103B(j). This webpage houses all Commission-approved IL-TRMs, Errata documents, ICC Orders related to updates to the IL-TRM and Policy documents, Redlined IL-TRMs showing changes between different versions of the IL-TRM, and related policy documents.
